Supreme Court Reviews NEET PG Answer Key PIL: Can Transparency Be Improved in 2026?

By Mr Gaurav Tyagi, Medical Counsellor, Career Xpert: The Supreme Court of India has reacquired the limelight in the context of another significant discussion around the National Eligibility-cum-Entrance Test for Postgraduate (NEET PG).

A recently filed Public Interest Litigation (PIL) by a group of aspirants has led to a request for a broader release of the NEET PG answer key and question paper, resulting in renewed discussions regarding transparency, accountability, fairness, and integrity pertaining to one of the most formidable competitive medical entrance exams in India.

The petitioners argued that due to the examination system not containing the complete question paper and official answer key publicly available, it does not allow candidates significant avenues to verify their performances or raise issues.

Other examination systems, such as NEET-UG, UPSC exams, and a number of state-based medical examinations, provide candidates with question papers and answer keys that allow candidates to undertake a cross-check of their own answers.

Their claims that NEET PG does not possess such create the perceptions of an opaque assessment mechanism in terms of the transition of exam scores to outcomes—a vitally important aspect in terms of the legitimacy of outcomes.

According to the terminology adopted by NEET PG’s (National Board of Examinations in Medical Sciences) organized exam, until now, NBEMS has justified the lack of public release of the question paper and answer key because they believe the issues associated with them would dismiss the integrity of the exam because such questions and answers are sensitive and that they rely on a calibrated scoring system.

Contrarily, petitioners alleged that transparency should not be misconstrued as a threat but be used instead as a greater form of confidence for lakhs of hardworking medical graduates who have their career path dependent on the passage of an exam.

At recent hearings, the Supreme Court stated that maintaining fairness and transparency (especially in national-level exams) is important to keep exam integrity and merit and credibility within fields of eminence (for example, medicine) that rely on credibility and trustworthiness.

Reportedly, the bench requested NBEMS provide a proper description regarding the methodology that was used to score the examination and for NBEMS to consider the feasibility of implementing a candidate-specific response sheet system as the NTA (National Testing Agency) does with NEET-UG.

If it happens, this change would represent a genuine reform in NEET PG 2026. It would permit candidates to review their own question paper and their responses and correct answers, thereby diminishing ambiguity and speculation with respect to the accuracy of the results.

Experts believe that this relatively small change is a critical first step toward making NEET PG more transparent, including evidence that distinguishes it from more globally accepted tests. Fairness, then feedback, is a hallmark of each of these tests.

Similarly, medical education stakeholders have noted that if transparency begins to be documented, it may be an avenue towards addressing larger complex issues around aspirants dealing with exam stress and mental health.

Unsettled and ambiguous evaluation strategies often add to aspirants’ anxiety and are less complete to one degree or another. When the process is opened up, NBEMS would reassure candidates their mark is not unfounded, and every paper is actually being evaluated connected to some coded process and is never biased.

As the court still hears the case, all eyes are on whether 2026 could be the year a transparent and accountable NEET PG finally becomes a reality.

If the measures go through, it will almost certainly go down as a significant shift in the history of the examination, returning it from a subsequently guarded assessment to what it was intended to be, an example of fairness, openness, and integrity that India as a medical community believes in and reflects on fondly.
